Hello. I'm from Uzbekistan. Can I buy a package by selecting the country of Turkey via VPN? It will be cheaper for me.

Admir, no one can force you to choose to purchase the plan available in your country, but you may encounter a payment error or other problems that could lead to the plan being canceled without warning.

I don't see a good enough answer, the trick is, is it possible to buy an Adobe product and use it in another country through an IP address from Turkey? Today, it is possible to change IP addresses through several legal applications. Why are Adobe programs so cheap in Turkey?

@Admir3048356171xh the answers have enough information that can be gathered without actually trying this. It's mentioned that folks have seen issues when using creative cloud apps with VPN, then another point regarding the payment system matching the country from which the purchase is made.
If we look at it from Adobe's perspective, they have variable pricing for different locations, now if one tries to game the system and incur loss on Adobe then they do risk the possibility of getting banned if/when Adobe figures it out. So it might be possible, it might be troublesome and is surely risky when you are actually paying the money albeit a bit less if you get success.

Jeff's answer looks clear to me... if you use a VPN to 'say' you are in Turkey, your credit card and account information will also need to be Turkish... do you have a Turkish credit card?

I have a German credit card, but I don't think it has anything to do with which card you pay, it's important that you pay.
