Why won't Adobe offer custom plans??
Right now I'm on the Dreamweaver and Photography plan, but I only use Dreamweaver and Photoshop, I don't need the other apps that come with these plans and I don't need any cloud storage. So, I am paying for apps and storage that I don't need, but am forced to as it's the only way to get access to the 2 apps I do actually need.
If custom plans were an option, where we could pick and choose ONLY what we need, Adobe would have much happier customers. I am NOT the only one in this situation.

Probably because the current plans are profitable for Adobe now.

I think the answer is in your question. You want to pay less. To maintain their profit levels, if some people paid less, then others would have to pay more. So this change would upset many people.
Really, Creative Cloud is like an all-you-can-eat buffet. If you eat less dishes, it still costs the same.

Not really. Photography Plan is a deeply discounted bundle for $10/month. If you subscribed to Photoshop and Dreamweaver a la carte you would pay $42/month. So you're getting a bargain even if you don't use everything in it.
Most of us subscribe to the ALL APPS plan but use only 6-8 apps & services because it's cheaper that way.
