How do I reduce the load on my CPU while I'm running Premiere

I'm attempting to edit videos on my computer but it's incredibly laggy, as it would be using all of my processor. No other components are struggling. My CPU is an Intel i5 8400. The usage ranges from anywhere between 75% to 100% but even at low(ish) usage im unable to zoom in or out or interact with the tool bar without manually updating it by adding a new clip. I've got good cooling on the computer so it can stay in max turbo for a while. The video I'm editing is only like 30 or 40 seconds long with no effects. I have no other apps open other than my hardware managers while I'm editing. Any ideas to reduce the load?
