Accessibility reading order tool orders items in a reverse fashion

First, are you using the tags panel?

XML tags are NOT used for PDF Accessibility, so do not use this panel.

It causes the problems you are seeing.

RE: Tags

Instead, designate which tag to apply to a paragraph of text through a Paragraph Style.

Reading Order:

The RO in the PDF's Tags Panel is controlled by many things in InDesign:

1. How your text frames are threaded into stories.
2. How your stories and elements are sequenced in the Articles Panel (top most item is read first).
3. How your elements are sequenced in the Layers Panel (follows the stacking order, or bottom most item is read first).
