I've looked at all the posts and their answers. It's very frustrating. I've done all the suggestions. Still no scrollbar. If I adjust the page size manually -- pull it in or out -- the bars appear for a few seconds then disappear. I can't grab them.
I cannot scroll up/down or side to side. Mac Ventura. Acrobat Pro version 2023.006.20320
Any other ideas or will there be an update to fix?

Finaly fixed in the latest February update!
There is a new Preference under Page Display: Always show Scroll bars!
And also set the preference to Enable scrolling under Page Display, Page Layout, and the we are finally(!) good to go!

Thanks for the work you did with this.
The thing is, when I view a document like your 2-page doc, I don't have the scroll bar. But I guess this is because you have continuous scrolling enabled, and not single page view.

No. Not a real solution. The only solution is given at the top: edit the plist.

What is the problem? Read/write rights, no plist editor installed yet or user librarie not visible? That all can be solved... But I agree: it is Adobe that should fix it(!)

@Frans v.d. Geest. The problem was that I could not see it in Finder, but I have now managed to open it in the terminal window using open . And this fix: https://acrobat.uservoice.com/forums/590923-acrobat-for-windows-and-mac/suggestions/47248445-scrollb... does work. I wonder why Adobe does not supply a patch to do this?

Any update on fixing this absolutely absurb bug, Adobe? It is killing my workflow and I suspect there are many like me who use a Wacom tblet and don't have the luxury of scrolling.

Bravo, Adobe!!! What a great design feature you've added. Simply genius, if you ask me. But, why stop there? If you go ahead and hide ALL the tools and functional features - just think how clean that interface could look. And, if you hide the image or content... whoa baby! Now, that would be a CLEAN interface. Just some food for thought.

Installed new update yesterday, 2023.006.20380, thinking surely someone at Adobe got the message about missing scroll bars.
Nope, still missing.
How do escalate this problem so that it actually gets fixed? And soon.

The missing scroll bars is idiotic. I use them as a visual guide to know where I am in the document as I am reading. To have to start to scroll to make them appear is rediculous on desktop. And they don't even appear if I HOVER over where they're supposed to be? PAIR that with the fact that acrobat SCROLL SPEED is way faster than on other adobe apps. So it is an exercise in frustartion where I try to scroll a LITTLE bit to see how far along I am in the document and then shoot 2 pages down and have to scroll back to find where I am. LUNGING at the scroll bar with my mouse while it's still visible to scroll carefully by dragging the handle. While I'm at it... WHY can I not double click a word and hold down the mouse to then drag and select more text? It works that way in ALL other adobe apps, but not acrobat? I mean all these differences make me feel like acrobat is made by a different company than adobe! (rant done I guess)

For now this solution works! for me on mac Sonoma:
Follow the steps mentioned by Lorenzo Colorectal:
1- close Acrobat ( VERY IMPORTANT)
2- Open "com.adobe.Acrobat.Pro.plist" file, using a proper text editor like BBEdit (System's TextEdit does not open PLIST binary files) this file is in : macos/Users/your username/Library/Preferences/ or Go to folder : ~/Library/Preferences/
3- then FIND the string "Honor" and you should get to a parameter named "HonorOSTheme". Just after the end of that <array/> tag, insert the following:
<key>HonorSystemScrollerPref</key>
<array>
<integer>0</integer>
<true/>
</array>
4 - Save and close
5 - open terminal and execute "sudo killall cfprefsd"
6- set up "always" in MacOS preferences>Appearance>Show Scroll bars
7- in preferences Acrobate General/ Touche Mode: Never
and Acrobat now has scrolling bars always visible

This is an OUTRIGHT false statement. The scroll bar is NOT responsive during active use, it just appears for a couple of seconds, then disappears before it can be USED. And ??? how much "excessive space" is taken up by it... 3-4 pixels... what are you reading the file on, an Apple watch? One user said they were credited with 3 months free sub due to the difficulties this created for them.... Please I would also like 3 months free sub.. it is INCREDIBLY frustrating....trying to grab that bar before it disappears, basically impossible.... Thank you, Ingrid

I research lots of information, write and work on designs. This lack of scroll bars and also arrows in Adobe Acrobat-Pro is really frustrating. I'm tech saavy, and my MacBrook is set to the suggestions offered below and scroll bars missing and arrows cannot be used to scroll up or down a page. Basically, my information is useless, because I can't access it. Adobe and my OS Monterey settings are all setting to the suggestions. ANYONE?

Go back to an earlier version of Acrobat. I believe I'm using the 2020 version.

As Groundhog says, the only stable fix at present is to sdowngrade to Acrobat 2020. Like you I am using Monterey, and the 2020 version works flawlessly.

It is hard to believe that this basic interface issue has still not been fixed. The only way I have found to quickly navigate through large PDFs is to open the page thumbnails sidebar (which does display a scrollbar if you do a two-finger swipe) and scroll to the page I want. Of course, this chews up screen real estate and also relies on me being able to recognise the page from a thumbnail view – but it is better than literally nothing, which is what Adobe has left us with.

It's December 2023 and still the scroll bar issue has not been fixed by Adobe for Mac users. I work at a law office and don't have time to download (and pay) for an app and do all the alleged fixes. That's why we pay Adobe exhorbitant amounts for their software - so that they do the fixes! At this moment I cannot view most of my photos in a document I bates labeled because there is no scroll bar underneath the photo and the photo is all the way over to the right. I can see about 20% of the photo. Fix it Adobe!

Try an earlier version, such as 2020. It is ridiculous that they removed the scroll bars (and that there aren't any in the open fonts list).

I strongly second the comment about the font list! I have a huge number of fonts installed, and it is a royal PITA to go through them in Adobe apps.
