You set the alignment, you set it to page margins, you include bleed. If the bleed changes, so does the alignment. Aplly that Object style to all the objects that need the same alignment. I understood it as what to OP needs to do.

When you add that file to InDesign, when there is an update to InDesign that is installed, a start on Mac OS 15.x will result in a 'damaged, move to trash' message and you have to set Privacy settings to allow to start in the System settings of Mac OS. Learned that the hard way 😉

Correction here Bob, you can start in InCopy, write an article, and place that in InDesign. So you *can* start in InCopy. That said, the OP question is also not clear to me on the used workflow...

I'm afraid that creating an accessible pdf needs extensive knowledge on the matter and you should invest in training of some sort as you need a lot of understanding of the matter. For instance the difference between tag order (Articles pane) and Reading order (defined by layer order, the 'numbers' in Acrobat), the use of Header tags, Lists, Captions, Role mapping, validation (like standard PAC) what WCAG and pdf/ua1 is, Matterhorn etc. etc. etc.
And, Acrobats Read aloud is not, as Mike said, a valid way to test, you will need Jaws or NVDA as a assistent technology (screen reader).

Cross reference markers, looks like someone tried a view times to insert a cross reference at this same point.

There is a difference bewteen 'Paste into' (which pastes contents inside another object') and 'Paste in Place' (which pastes on the same spot). So you need 'Paste in Place', or use the shortcuts Ctrl-Alt-shift-V (Windows) Cmnd-Option-Shift-V (Mac)

File/Adobe PDF Pre Sets/Define. Create and name your styles, and when exporting directly choose that style. Easy.

Yep, exactly the same here with, first with 20(.01), and the promise it would be fixed in 20.1... Here I see it when connected to a second display and GPU rendering (Mac) is greyed out: the same delay but you can drag, as if it is simply not showing it is selected...

I don't get it: you can drop a file on the correct App icon, or simply use File/Open in InDesign to open the correct files. I never ever double click on a document to open it, so 1990's... 🙃

Well, Articles in InDesign is mainly used for ePub creation but can be used for tag order when you export to PDF and(!) have ticked the option in the Articles fly out menu.
