You will find success by rotating the page through the following steps: navigate to Tools > Organize Pages, adjust the page orientation as needed, then save the PDF file.

Absolutely clear on where the organizating tools are and they are what I have used to rotate and save the file. It opens rotated in my full adobe acrobat version, but as I mentioned before, when I open in reader and others do, the file opens un rotated. I was even trying to find ways to lock and save differently hoping other changes would make the rotation permanent. I cannot explain it, but surely after I use the professional versions, the rotation would be permanent?
