"Adobe Acrobat doesn't create PDF version 2.0!" or "Adobe Acrobat DC creates different versions which are compliant with the new standard."
What am I missing here?
The DoD is requiring PDF submittals to conform to ISO 32000-2. But so far, Adobe can't confirm that PDFs conform to the new standard.
According to this Adobe webpage, Acrobat DC supports "viewing of PDF 2.0 files". From that I conclude it doesn't (yet) support creating such files: What's new in Adobe Acrobat DC 2017 releases
