How to email out fillable pdf for fill and e-sign...and fields remain fillable upon completion

I have searched and searched and searched and i'm cross-eyed, so now i'm reaching out for help.  Is there a way to email out a fillable checklist pdf to multiple recipients, IN ORDER, so they can complete their checklist items on this document and then e-sign....and then this same form gets emailed to the next person?  My problem is, the fillable fields do not stay fillable after the 1st person signs it so the next person cannot edit the fields.  ALSO, not every recipient needs to e-sign...they may just have to complete a few fillable fields.  I need to form to visit every recipient, whether it's just to complete a few fillable fields, just e-signature or both, and the SAME form come back to me complete, with all fillable fields in tact.  I hope this makes sense, and thank you in advance!
