Mailto not sending or receiving

I coded mailto JavaScript to the Digital Signature to send email. The email screen works and email is sent. However, email is never received. I have confirmed email address, tried multiple email addresses, tried both outlook and webmail options   I tried sending from Adobe DC Pro and Reader. Since JavaScript was not working, I tried using the mail menu option too. Think it might be the size of the document I tried a one page document. I am out of ideas. Help.

    I found the solution. It is an Outlook setting.
