Notification Manager for Adobe Acrobat

I'm using a Windows 10 PC and the full Creative Cloud suite. I have a Start Menu item, "Notification Manager for Adobe Acrobat," that's listed with a heavy underline. When I select it, I get a dialog stating, "Your developer license has expired. To continue to use this app, please renew your license."

 

What is this application, and can it be safely removed?

The third option allowed me to open it without the error message, which made the annoying underscore go away. My question isn't answered though: I still have no idea what the application is doing, nor whether removing it is safe. Also, I'm no developer and am therefore unsure why I would need an app that requires those kinds of special permissions.
