Tab opens comment popup

I am using a pdf form I created several years ago and recently noticed after I start entering data I can't tab from field to field.  Each press of tab opens a comment popup anchored to the form title at the top.

Even if I mouse-select the field, tabbing to next field doesn't work.

I've tried unchecking in Preferences opening the pdf with comments but nothing fixes it.

Any thoughts?
