Download a pdf file. Adobe shows document is open when cursor hovers over adobe icon in taskbar. But adobe will not open when I click on the icon. Even without a document, adobe will not open from anywhere on computer. Go to "All Apps" double click on adobe and it seems that it opened, but it doesn't. Again, it shows open in taskbar but can't get it to open in a windows tab. The only way to open adobe is to click on the icon, then go to another window, shrink it to half screen, then windows shows all the other open tasks and adobe can be selected. Then it will fill second half of screen and can be maximized to full screen. Once done, other documents can be opened. Right now, hovering over the icon shows that two documents are open but I can't get either to go full screen unless I do the half screen thing above.

That looks like an OS problem. I have that sometimes, when I forget to switch on the second screen.. It displays on that screen.
What is your OS and exact version? What is your graphics card and exact driver version? What is your exact Acrobat version (help->about).

It doesn't show here, but I had replied before that Adobe version is 2023.003.20244 64 bit.
Also, it seemed to me that this began happening right after a MSN windows automatic update.
No idea what my graphics card and driver is or how to find it. Whatever came with this Dell computer.several years ago.

What else is new, Adobe works about 70% of the time, there is always an issue, come on someone can't you create something new so we can ditch adobe.

Adobe is the company, doing many products.
If your Acrobat works only 70% of the time, you have a problem with either your settings, some parameters or your OS. On my systems, Acrobat works 99.9% of the time, or even more.
If you need help, you should specify the issue, the OS and version and Acribat and version.
