Can’t find the “layers” icon. It is missing on the icons on the left of the screen on both my iPad and my windows desktop computer

Then it's likely there are no layers in the file you're viewing. The same as when the Bookmarks panel doesn't show up if there are no bookmarks...

Use the menu

View > Show/Hide > Navigation Panes > Layers

Can you tell me (or post screenshots) on how to do that, please? I have adobe acrobat pro on my iPad and I can not find "view".

This is not available on mobile devices. Use a regular computer to see it.

I cannot find "view" on my computer screen of Adobe standard either.

The UI of the application has changed. It should appear on the left-hand side. You can also search for it under Tools.
