Can't select text - Reader DC

This is driving me crazy - I can't seem to find an answer - document isn't protected, I've selected the text select tool - but am unable to select text to copy in ANY pdf file.

Similarly, highlight tool doesn't work either - any suggestions?

No - as I said, it's all documents.  It's text - I can place a cursor, I just can't select text...

No - it is definitely nit the document - I can highlight text if viewing a pdf in a browser, but when I download it, I am not longer able to highlight/ select...

Which tool are you using to attempt to select?

What does it say in File > Properties for Security?
