cannot customize toolbar

Hello, I cannot customize my toolbar like in your official tutorial because this one does not offer me the button "customize the quick tools" I would like to highlight signature and certificate, but I am obliged to do more click to find them when I would like to put them first. Thank you in advance for your help.

It is possible with Adobe Acrobat, not Acrobat Reader.
