Chrome does not use Adobe Reader to view pdf files.

You need to save the attachment (without opening it first) to your computer then use File>Open from within Reader.

There is no option to do that. The only thing that shows up is what I posted originally.

If you are using gmail in your browser, open the email, mouse over the attached file and choose the down button. That will prompt you to download the file to your computer. All emails that I'm aware of allow you to download a file without opening it first.

You need to look at the attachment, not the message. However, if you are not expecting an invoice, this could be an attack with viruses or worse, so be careful !

I don't see an attachment anywhere.... Would that message appear on my email if the sender had forgotten to attach it? I wish I could screen shot on this forum... I tried on my phone. On the email app on my PC, and in chrome... Same message in all three places.

Generally, you get that message when you attempt to open a pdf file in a browser that uses a non-compliant pdf viewer and generally, the pdf file is a fillable form of some type. You shouldn't get it if there is no file (and as mentioned above, do not try and open any files you are not expecting).

If you do not know how to download the file without opening in your email client, you will want to find support for that client (in this case, Gmail) and learn how to do that.

So you're just opening an email and the email has that message? If that's the case and you haven't clicked on anything in the message, it could be that the sender just adds that by default to all outgoing emails and yes, they may have forgotten to include the attachment. You could contact them on that one.
