customize quick tools missing adobe reader dc

When I right click on the blank space, the "customize quick tools" option is not present.  How can I either go about getting that back or how do I modify quick tools?

The option is available in Adobe Acrobat DC.

This response is of no help.  I clearly posted a screenshot showing that it seems to not exist on my machine.  Please only respond with helpful ideas.

The "customize quick tools" option is available in Adobe Acrobat DC, not Acrobat Reader DC.

Ah, OK...thanks for that.  I misread your initial response.  It seems odd that they would take that away from the Reader version.  It seems like it has been there previously.
