Error message constantly when opening pdf file

Whenever I open any .pdf file to read it I am almost immediately bombarded with the error message "unable to start application correctly (0xc0000022).  After several time acknologizing with OK , I finally can read the file.  I have tried reloading the reader as well as downloading the pdf files again but nothing helps.  I am operating a Windows 7 Home Premium OS, 64bits.  I have all the latest updates for Windows installed.  What could be the problem.  The error message is the same regardless of what pdf file I open.
