Adobe [Acrobat] was a free download to view PDF files and to create PDF files. Where is the link (Windows OS). I had is on my PC and it "disappeared", so now creating or viewing a PDF file is a major pain.

Viewing is free and still free since a long long time. Creating PDF files was never free from Adobe. There is a free web option from Adobe to edit Acrobat files. For simple PDF files (a letter or the like) you can use the free (with Windows 10) Microsoft PDF Printer to create PDF documents.
Nb: Adobe is the company, Acrobat is one of many products this company creates and markets.
