How to combile pdf file (pdf and TXT)

I received emails with an attachment to a pdf file, but the pdf file in the two files mentioned is a txt file format, and the other file type is PDF. When I downloaded the attachment, the PDF file did not load and open, so how can I combine it and open it in the PDF?

That text file is not a PDF. And you can't combine a PDF and a text file in Reader.
