Using AP, there are two methods of rotating pages. Think of one method as a view rotation and the other as a total file rotation. You want to go after the file rotation.
Problem. Most commonly used is the view rotation method (not permanent). Generally, these are menu buttons or perhaps you are using Ctrl+Shift+Plus/Minus to rotate left or right. Don't use this. Following a view rotation, notice your save icon is grayed out and if you save as..., there is no change.
Solution. Open your file that you want rotated (even if it is 1000 pages all in the wrong direction). Go to Document/Rotate Pages... or use Ctrl+Shift+R and this opens your rotation menu. You have several rotation options to rotate single pages, all pages, or a selection of pages. Choose what you need and select OK to proceed. Now you have two options; 1. You will notice your save icon is no longer grayed out so you can permanenly save the file, 2. You will be able to save as... a new file, should you want to keep the original in tact. Both options permanenly save your chosen rotation(s). This has been built into to software for quite some time but is often overlooked - and rightly so as its not immediately evident.
No cumbersome third-party software needed to resolve (or learn).
No printer driver to fumble with.

Adobe Touch? You mean Adobe Reader Touch for Windows 8?
No version of Adobe Reader can edit files in this way. Only the paid-for Acrobat can. This runs on Windows 8, but not Windows 8 RT.

Yes, it is very new and limited. Probably only for people with very limited Windows who cannot run the "real" Adobe Reader. Do you have WIndows RT?

The CTRL-SHIFT-R does NOT work in Reader. Nor is there any Document menu. The original poster was referring to Reader and people replied about how to do it in Pro.
I have not been able to find a solution to rotating pages using Acrobat Reader, I don't believe there is a solution that is built in.
I even tried printing it to a PDF driver in the proper orientation but Reader still opens it in portrait format requiring it to be rotated 90deg clockwise.
This is so infuriating when ALL documents you open do this. Is this a massive oversight that they are blindly ignoring or is it a marketing strategy to push you into buying Pro??? Even if you did have Pro, rotating hundreds (or thousands) of documents is not an option.
I'm using Adobe Reader 11.0.18 (I know it's out of date but it's pushed upon us in a corporate environment). And people being flippant saying "Well buy Pro then" isn't an option for all users.

Adobe focus is on profit only. Users are not considered. Which is why they sell live cycle separate. Also live cycle will not make a PDF accessible, says you need acrobat as well.
They say LC is the best to use, then right on the adobe site it says LC is not good enough to do it alone.
I use acrobat XI on a daily basis making accessible forms for the government, Acrobat has a lot of bugs.
You cant even contact anyone there except for in the sales area.
I am baffled how to save a rotated PDF in either software. They likely have something that does it, sold separately.
There are adobe alternatives...Foxit Phantom.....

i have Adobe Acrobat XI, and i still cannot rotate and save the pdf file without the orientation reverting to the original after i close and reopen. i try printing the pdf to the adobe pdf printer and then saving it, but i get the same results. This is maddening.

Rotate from the Pages palette or the Tools area. Do not rotate the view.

tell them for real. only acrobat under the tools/pages/rotate, then save...works. there are also several alternatives to adobe these days. Their lack of customer service is creating a lot of new business.
