I don't know if you're still looking for help.  I was having this exact same issue and realized I couldn't find the toolbar I was looking for.  There is a pop up menu that comes up from the bottom of a PDF document that I can't for the life of me figure out how to consistently make come up, but, if you put your finger on the screen and make the "right click" menu come up, you'll see at the top that you probably have the pointer selected as a method of interacting with the document.  Right next t

In 2024 I can't believe how crazy developers get with LACK of CONSITENCY !!!

I just posted one hiding place Adobe has put the page scroll option for touch. But minutes later discovered a similar but completely seperate menu control option that also affects how page scroll works.

SOLUTION:

Look down on the bottom right of the Acrobat Reader,  click on the menu Icon marked "1:1" that you'd be right in assuming means page magnification. But click on it and check it out what else they hid in here..., a scroll control option and other handy extras.

I have the 2017 Adobe Acrobat Document reader and I was able to use the tool search bar to search and click enable scrolling and it made scrolling with my mouse on my documents work again. I don't know how it go turned off but I was able to get it back on this way.
