JPG becomes black when converted to PDF

I'm trying to convert a JPG image with a white background into a PDF. When converted, the image comes out with a black background. How can I convert it so that it look the same as a PDF as it does as a JPG?

Acrobat Reader can't convert files to PDF. Do you have Adobe Acrobat, or are you using a third-party application for the conversion? If the latter, the issue is most likely there.
