pdf opens as a web page not an application. If I have no internet I will not be able to open my file

I have downloaded the latest version of Adobe Reader. All of my .pdf files open as web pages. If the internet is down, I will not be able to open my files. How can I restore the program to just being .pdf files? Adobe has changed every ,pdf file in my computer to this form. And...how can it be a web page and still be a .pdf? I'm confused. Thank you for any help you can give.

This is the case when your web browser is set up as a default PDF viewer to open .pdf files.

Follow the steps and make Adobe Acrobat Reader DC a default pdf viewer.
