The problem is back.
In build 23.6.20320.0 the scroll bars disappear. My mac is set to show allways. Acrobat is set to never.
The only way to show scroll bars is to launch Acrobat switch to Mac settings disable scroll bars allways and turn on again. Now the scroll bars appears in Acrobat. After a restart of Acrobat the scroll bars are disabled again.

Can I add to the chorus please? I do not appreciate it when Adobe cahneg something as fundamental as this – I have been working with Adobe software since Illustrator 88 and the scroll bars have always been there, all the time. If you feel that some people would prefer them NOT to be there, give them then option to turn them off, by all means. But DON'T make it the default. That's just stupid (I'm sorry, but it really is). Let's not forget that the customer is King and we pay A LOT for these products.

Adding another fervent plea for Adobe to please please please fix this issue. I work with 1-500pp PDFs on a daily basis, and not being able to quickly scroll through files is a huge UX downgrade.

A tip for Mac users: The scroll bars will not appear unless you select one of the scrolling view modes in the Page Display toolbar: "Enable scrolling in single page view," "Enable scrolling in two page view," or "Fit to width scrolling."
