Here’s the version of Adobe Acrobat Reader. I think it’s current….
I don’t have Microsoft Visual C++ 2013…..the last one on my system appears to be 2012….

I downloaded and installed the Visual C++ 2013 support....so far so good...
I see my screen prints did show up.....Acrobat version is 18.011.20040
I've opened several PDFs and not seen the error again....
Thanks..

That didn't work for all of them....On some PDFs I'm still getting 2 error codes:
0xc0000022 immediately followed by 0xc0000142.....

I didn't have C++ 2013, so I installed it....then I removed and reinstalled Reader DC...
Neither of these were ultimately successful....Errors 0xC0000022 and 0xC0000142
continued to repeat..
I saw in another post, on this subject, the suggestion to modify AcroRd32.exe to run
as administrator....
So far, in testing that has eliminated those errors, however now I get a Windows request
for the program to modify my computer, each time I try to open a pdf...Answer of Yes will
allow the open to proceed, No will cause the open to fail...
Hopefully this will help Adobe find and correct the root cause of this problem.
Windows 8.1 and Adobe Reader DC 18.011.20055
