Restore last view setting

Some files don't work with "Restore last view settings when reopening documents". It works with some files. I have some online notes in pdf format. I want to open it at 200% or fit to width but I need to do it everytime I open this file. Is it the problem with the file? What can I do? Thanks.

No matter which pdf I open or how many times a day I click the "Remember Last View Setting", Adobe open my file in whatever monitor it feels like, and never remembers my view prefernces.  It is getting worse and worse with each version or update.  Don't even get me started on the tool bar and missing tools.
