I am completely unable to change the numbers in the Change Scale ratio menu options for measuring in Adobe Reader DC Version 22.001.20117.0.
I can change units, but the 1's are defaulted and will not let me change them.
I was having this same trouble this morning...much to my embarrasment, I found it was only the number lock key.
I'm using the free version.

Hope you are doing well and sorry to hear that.
Is this an issue with a particular PDF file or with all the PDFs? Please try with a different PDF file and check. If the file is stored on a shared network/drive please download it to your computer locally and check again.
Also try to repair the installation from the help menu (Win Only) and reboot the computer

You may also try to create a new test user profile with full admin rights in Win or enable the root account in MAC and try using the application there and check.

All of these have now been attempted and the results are still the same. No ability to change the number values in the scale ratio when attempting to measure in any PDF.

If its an issue with all the PDFs, please remove the application using the Acrobat cleaner tool https://www.adobe.com/devnet-docs/acrobatetk/tools/Labs/cleaner.html , reboot the computer once and reinstall the application using the link https://helpx.adobe.com/acrobat/kb/acrobat-dc-downloads.html

After doing this, I was only able to edit the ratio in the 7 day trial of the Pro version.
Should I not be able to edit the measuring scale in the free version of Reader?

Acrobat Reader DC is a freeware application with limited functions. It is used to view, annotate and fill and sign the PDF files. For more info, please check the help page https://helpx.adobe.com/reader/faq.html

This seems like an odd response as I have two co-workers who are able to change the scale ration when measuring on the free version just fine. We aren't trying to edit the PDF, simply measure on the correct scale.
What would be the next steps?

To set measuring tool options, select the tool (Available in Acrobat Pro DC), then right-click anywhere in the PDF to view the options.
Change the scaling ratio (such as 3:2) and unit of measurement on the drawing areas.

Also make sure you have the application updated to the recent version 22.1.20142. Go to Help > Check for updates and reboot the computer once.

Also, try to Click on the Measuring tool, and then pick one of the Measurement types: Distance, Area or Perimeter. Hover over the page and right click (Mac OS: Control+click) and chose Change Scale Ratio from the context menu.

You've already asked me the question as to whether it is all or one PDF. It is all PDF's.
I've run the adobe cleaner and reinstalled the application.
I continue to have coworkers who, using the free version, are able to change scale ratio while mine still appears as read-only and doesn't let me change anything.

What is the version of the Acrobat DC you are using? To check the version go to Help > About Acrobat and make sure you have the recent version 23.06.20380 installed. Go to Help > Check for updates and reboot the computer once.
Also try to repair the installation from the help menu (Win Only) and see if that works.

I have a full version and have had no luck with any tips in fixing this. Enabling, disabling, regestry edits, uninstall/reinstall.
