Is this a known issue for Windows 7/10 or is there a fix?

Does anyone have a solution to this adobe 10:10 error? I have been searching around the forums and have not found a solution. The user is trying to open a pdf that is in Internet Explorer(they cannot use edge, chrome etc for the website). If she downloads it, they have no problem viewing it.

I've tried:

Running a repair

Run updates (found none at the time)

Delete C:\Users\[username]\AppData\Roaming\Adobe\Acrobat\[version]
