I get a error notice saying I can't read or download a PDF document be it local or web based without signing a EULA - this is after I have reinstalled the Adobe Acrobat Reader Dc at three three different times- I have greed to the EULA each and every time . Note this did not happen with Adobe Acrobat Read non DC

Hi Louis,
The chances are there are certain files/locations in the system which gets updated as soon a user accept the EULA.
In your case, there is likely a chance those locations may not be getting updated. You may try to uninstall the existing installation using cleaner tool Download Adobe Reader and Acrobat Cleaner Tool - Adobe Labs Restart the machine and try installing Reader DC again and it should work.
