since there doesn't seem to be a way to give direct feedback to developers for Adobe Reader DC I can only hope that someone at Adobe reads this. If not, their own loss.
I consider this a bug, but am open to being educated:
Reader's manual resolution (PPI) setting is affected by Windows' scaling. That means that PPI settings lower than the system setting is multiplied by the current Windows system setting and thus displayed too large.
I am currently using 124% / 119 PPI Windows scaling, but want PDF documents to be shown at 101 PPI (real physical display resolution). This should result in the on screen size of a document matching its actual physical size, so when I put a piece of paper in front of the screen its size will match exactly the onscreen size. In Adobe Reader the result remains 24% bigger. So in order to get real 101 PPI I neet to set Reader to 82 PPI (101 / 1.24 = 81.45).
From my point of view Windows scaling should have no effect on Reader's manual resolution / PPI settings.
