Does adobe acrobat reader work on all android devices

I have an iphone and an ipad but my business requires me to be able to fully fill out fillable PDFs on a hand held device. On IOS, reader does not allow you to insert or add photos from the camera or gallery to the PDF. 

 

Does anyone know if this is also the case with android. And if it isn't what operating systems or android devices does reader or DC pro fully function with?

 

I was unable to get an answer from store staff when looking at Samsung tablets and don't want to buy one as I cannot return it if Adobe reader doesn't allow you to add in photos to fillable PDFs.

With a subscription you can add photos.

Hope you are doing well. Per the description, I understand that you want to add images to your document using Acrobat Reader Mobile.

 

You can click on Edit PDF-> Click the image icon on the menu bar on the top right-> click on any blank area on your document-> select the option to add an image from your desired location (you may take reference from the given screenshot):
