If you simply want to transfer PDF files from your PC to your iPad and store the PDF files locally on your iPad (instead of uploading files to cloud storage and share them among devices), you can use the desktop version of iTunes app on your PC.

Hi Marketing18,

You can share the file using the Document cloud feature.

You need to upload the file on Document Cloud through the desktop application on PC.

and then you can access the same file on your mobile application Adobe Acrobat Reader under My Document>Document Cloud.

Please refer to Share, comment, and review in Adobe Reader DC and see store files on document cloud.
