Is your cloud storage "Adobe Document Cloud"?
You can sign in from the Acrobat Reader app on your iPad/iPhone or Android tablet/phone to access the documents in the Document Cloud.
Here's the Help document for Acrobat Reader for iPhone and iPad.

You can also access files in other cloud storage services (e.g. Dropbox, iCloud, Google Drive, Microsoft OneDrive, Box) from Acrobat Reader for iPhone and iPad.

I will apologize in advance for this question ...
I pay monthly for Acrobat DC on my Mac desktop. I also use, on a regular basis: an iphone, an ipad and a HP computer.
How do I give each of these devices access to DC?

Hope you are doing well.
Per the description, you want to use your account on all your devices.
To do so, you need to log in with the credentials on all your devices, and you can use the same account on them all.
NOTE: You can only log in to the account using two different computers or desktops while you can work on one machine at a time and not on both.
