We password-protect our PDFs, with the following settings:

Printing:                                              Allowed

Changing the Document:                    Not Allowed

Document Assembly:                          Not Allowed

Content Copying:                               Allowed

Content Copying for Accessibility:     Allowed

Page Extraction:                                Not Allowed

Commenting:                                     Allowed

Filling of form fields:                          Allowed

Signing:                                             Allowed

Creation of Template Pages:             Allowed

When user attempts a search within a PDF, user is prompted for a password.

Not desired behavior.

How to configure password-protection settings so that user is allowed to search the document but not change it?

That's very strange... What application (including exact version) are they using to open the file?
Also, are you sure they're just searching the file, and not attempting to do a search & replace?

1. Is a password required to open the file and view it at all?

2. If not, what exact operation (click what?) do the users do to "search" and in what software and version?

What happens when you use Acrobat Reader DC?

Good question! Just checked, and it's working with no problem. However, the same file that was showing the problem is now also working in Acrobat Pro DC, so the problem seems to be intermittent?
