Adobe Policy Server

Adobe used to have a server set up for users such that it was free to add a policy to a pdf. It worked incredibly well. But was stopped a number of years ago.  With the elapse of time and the use of the cloud, have they reintroduced that feature. I am UK based. Is there an alternative "system" that is hosted - cheaply!
