Question

Can anyone tell me how to embed a scale into a document?

I am not asking how to change a scale ratio. The program (Adobe) does not recognize the dimensions of a drawing, and I need to measure it. I need to know how to set the drawing's original dimensions into the program, so when I set a scale (eg. 1" = 4') it will know what 1 inch is.

The alternative is to print the drawing out and measure it by hand, which will be imprecise.

Thank you for your help.

Scale information is embedded by e.g. a CAD application. If your document does not have the right scale, or no scale embedded at all, there is unfortunately nothing you can do to embed one. All you can do is change the scale ratio before you measure. That is done by right-clickign on the document while the measurement tool is active. You then select "Change Scale Ratio" from the menu and specify a new scale ratio. All measurements during this session will use the new scale. When you close Acrobat, that new setting is gone and you will have to establish again the next time you open the document.

Which Adobe program are you using? Adobe creates and maintains dozens of very different software packages.
