Can you create a form that requires a digital signature and once it's signed the first time all the remaining signature blocks are auto populated with the signature?

No. You can't copy a Digital Signature field, and there's no need to do it, either. Unlike hand-written signatures, a digital signature applies to the entire document as a whole. There's no need to sign each page separately.

Thank you, however we have several blocks within an application that requires signatures.  To clarify the type signature we are using, it's the Topaz pad where the signatures are hand written and saved on the form digitally.

I'm not very familiar with this device, but if it's a regular digital signature then you will need to sign each instance of it separately.
