I am new to DC and want to know if you can scan a color photo and edit it in DC?

Photo editing would be a task for a program like Adobe Photoshop.

If you want to change the content of photo you scanned(Text in scanned document), you can change it using Adobe Acrobat.

You can use Edit PDF tool for this purpose, if this is what you want.
