JavaScript can call a Preflight profile, and there is a preflight profile buit in Acrobat Pro for outlining texts.

Outlining should not be necessary or helpful to Print except for some very old fashioned print shops.

Worse than that, it can damage the small print…

Why do you want to outline texts?

This is usually useless.

You can do it by exporting the file as an image and then converting that image back as a new PDF, but that's quite tricky and generally not a good idea.

This doesn't create outline text.

You can't. Acrobat JavaScript doesn't have that capability.
