Can I disable (via scripts) a copy of a particular precinct of a PDF document? For example, a person copies the selected text in the document (Ctrl+c or through context menu), but in the buffer actually will be added only allowed to copy text (e.g. one paragraph is prohibited and the other permitted).

No, it's not possible. You can apply a security policy that prevents copying to the entire file, but not to part of it.
