Adobe Sign Authentication mode for identity authentication

I have a question regarding using the Adobe Sign Authentication mode as an identity authentication mode in Adobe Sign for external signers. 

Do the external signers have to have a subscription to Adobe Sign in order to be able to sign? Or are they able to create an Adobe Sign account in order to sign the documents sent for approval?
