Adobe Sign Templates and Power automate

Hello,

Question about adobe sign templates and the use of power automate with those templates. I am attempting to make dynamic signature gathering. (May have 5 signers but may have 4)

Does the order number in power automate correspond to the participant number in adobe sign template? 

I have a dynamic flow that is able to change the order filter dynamically but doesn't seem to matter with the template. Order 1 and 3 seems to always go participant signature 1 and 2 ( I need it to go 1 and 3).

Any ideas on how I can achieve this?
