Bulk send same form for multiple 'sets' of signatures

Is it possible to bulk send the same form to dozens of 'sets' of signatures?

I know I can bulk send a form to multiple individuals where the form would only require one signature each. I have a form that needs to be signed by dozens of employees AND their respective managers. Each document would need to be individual to that particular set of signatures. For example (fake names), if Mandy is the manager to employees Emily, Eli, and Edward, I would need a copy of this form signed by Emily and Mandy, then another copy signed by Eli and Mandy, and another copy signed by Edward and Mandy.

Is there a way to route the bulk send to provide the same form to each of these 'sets' of signors? To continue the example, I'd like to be able to complete this process in a way that wouldn't allow Emily, Eli, and Edward to see each other's documentation.
