Enable Commenting on Adobe Sign Account

I would like to be able to make annotation comments on documents once they are signed by the other party.  By default, when the certificate is applied by Adobe, all permissions are disabled which includes the ability to make comments.  Is there any way to have this option enabled for documents that are sent for signature from my account?

    Commenting won't be possible on a Signed document as it is Signed & Encrypted.
