Visual bug, dialog box overlaps rotation handle

2. Platform and OS version = Web browser, chrome, Windows
3. Basic steps to reproduce the problem
   

   Depending on the orientation of the image I've importer, the Rotation Handle will be usually located at the centre top of the image,  That's the same location of the dialog box to replace, crop, delete, etc.

   More often than not it's just an atrocious experience trying to rotate an image, either the dialog box covers the roattion handle, or if the image is in the last page I can't pan the whole canvas to access the rotation handle if the handle is at the bottom.

4. Expected result and actual result
   Option to dock or move dialog box out the way or have handles inside th image at every corner so it can be access even there are other assets or UI overlaping it.
