Adobe stock limited license issue when publishing Express content

I am using Express through my university's enterprise license (that includes the Express Premium service), and I'm attempting to use the publish option to share some images, webpages, and videos.  I am unable to publish any content that includes a limited-license image found through the Express image search of Adobe Stock. This issue started last week, but affects any content that I am attempting to publish or update with a new "limited license CC Express" Adobe stock image. For any of this content, I receive an error stating "Sorry!  You cannot publish a project without a license to the Adobe Stock image."

 

I am using the web-based version of Express through my browser, and I have cleared the cookes, cache, and history of the browser.  This also happens on other computers with other web browsers.

 

The license described here seems to say I should be able to use any of these images as part of an Enterprise-Express Premium account, but I contacted Adobe tech support, and they said I had to license the images through Stock entitlements.  Am I misunderstanding the license?  Shouldn't these images be free for use inside of Express created and published content?

I'd like to inform you that this is a known issue and is currently being worked on. The details you mentioned are shared with the engineering team for further investigation.
