I've seen vague answers to this question all over the web, but I want to be sure before publishing anything use Adobe grpahics/designs to make sure I am in compliance with their licensing. I didn't use any photos, but I did use a lot of design elements and graphics to produce my book, and I do have Adobe Express. Am I able to publish this book safely? Do I need to be concerned about royalties?

If you have bought the subscription or as long as the Adobe logo is not on the final outcome, yes. You can use the content that you have created in Adobe commercially.
