CTRL + V no longer working as it used to

For some reason, CRTL + V is no longer making a copy of things in the exact same position as it was copied in. I don't know if this is a change or if I'm doing something wrong, but it's kinda frustrating as I found the way it used to work pretty crucial when making edits (I need the copied image be pixel perfect when it comes to location, otherwise it looks off and it takes a lot of time to indiviually fix them when you have to do this with over 2 dozens layers). It basically adds like an extra 30 minutes onto any big editing project I do.

Save your work. You may just want to exit the program turn your computer off and on. I find this simple solution just resets everything.
